Playa Jibacoa is a clean, beautiful, pristine and safe and small beach in Santa Cruz del Norte. It's a clothing optional beach and when it's not crowded it is a nice place. There's nothing like sunbathing and swimming au naturel. And the local attitude is good, so you're not going to be bothered by anyone else on the beach. It's a pretty and safe place for adults to visit in any time of the year. It has friendly locals. It's around 0.35km in length, which is super small. The views are good and the weather is warm all year round.
Be aware that this is a clothing optional beach (so there might be nudist zones).
If you are seeking food and refreshment, there are some options.
February, March, November, December are the best months to visit Playa Jibacoa and other beaches in Santa Cruz del Norte, because that's when the temperatures are warm and there's probably less crowd (not guaranteed).
